Armstrong ultimately does have a respect for Raiden, as he tried to win him over and seemed genuinely hurt when Raiden tricked him. Raiden beat him, he is stronger, so he gets to decide the rules of the world. In the end, Raiden 'wins' by killing Armstrong, but for Armstrong, that's how the world should be. In my mind, it fits much more that this song is Armstrong, the social darwinist, might-makes-right warmonger, seeing Raiden's strength, and acknowledging it.
